On March 5-20,2003, WANO(World Association of Nuclear Operators) peer review team led by Dr. Wu Yongfu, and composed of 17 experienced experts form seven different countries and districts, such as the US, France, Japan and Taiwan, made its first review on the operation of the unit one of Qinshan Second Power Plant.
During the 20days review, the peer review team took the performance targets and guidelines compiled in March 1999 by WANO as its review basis, scouted around all the main power houses of the first unit, made observations on many safety and operation reliability related activities and meetings, had talks with relevant persons, examined associated documentation. In total, the team filled in more than 450 recording cards, prepared 66 observation reports. While advising us those areas to be improved, the team also pointed out our main strength that deserve other operators’ consideration:
■ operation management has developed an effective program of recording and communicatinon operational events and good practices to use it as an experience feedback for personnel within the operations departments.
■ The Radiation protection division has enhanced its on-job training process by requiring RP technicians to submit individual self-assessments of their performance every two months.
■ The emergency response facility is exceptionally well designed and equipped to support personnel monitoring communication and dose assessment activities.
■ The design of the condensate polisher deminerializer provides features that can help the plant achieve impurity concentrations among the lowest in industry including lowest iron transport at levels less than that achieved other PWRs.
Through WANO review, Qinshan Second Power Plant had a self-surpass. Through experts’ eyes, weak points in production and management were detected. It helps the power plant raise its management level, upgrade its operation standard, intensify its nuclear safety idea. It also helps the plant staff to strengthen their enterprise concept of “exploit, enterprising, realistic, rennovative”.
